First i want to thank everyone for their help. it appears i may have found the issue. in the security tab of the os drive properties i found a user that was named "trustedinstaller" just for grins i checked the permissions that it had and it only had read permissions.. In windows explorer, navigate to the folder that contains the data1.msi file. right-click the data1.msi file, and then click properties . in the data1.msi properties dialog box, click to clear the read-only check box under attributes , and then click ok ..
The windows installer seems to lock the folder during the extraction process and therefore the contents cannot be written to the same folder. share | improve this answer answered aug 6 '14 at 17:44. In explorer windows click organize > folder and search option. enable hidden files and folders and system files. and un-check hide protected operating system files. Internal error 2203.c:windowsinstaller: cannot open database file. the above error indicates that an issue with the windows installer service needs to be resolved.
